With reference to your letter (8795 of the 2nd March, 1915, relating to the illegal smuggling of Morphia from the United Kingdom to Hong Kong by G. L. Duncan of Messrs. M'Ewen, Freckle & Co., Exporting

Agents, 4, Des Voeux Road, Hong Kong, I am directed

by Mr. Secretary Samuel to inform you, for the information

of Mr. Secretary Bonar Law, that Duncan was convicted

on the 3rd ultimo at the Sheriff Court, Glasgow, of contravening the Customs (Exportation Prohibition) Act, 1914, and the Proclamation, by causing to be shipped at Glasgow, between June 21st. and 24th., for conveyance

to Japan and China, 840 lbs. of opium and with making false declarations specifying the goods.

He was fined £200 with the alternative of three

month's imprisonment.
